when you are downloading bitcomet is uploading at the same time. Thus, it's doing both downloading and uploade. However, when download is finish, if you keep bitcome on then it's upload.
i dont know if it help because i thought this is a comment sense if you're a BT user.
But if you are asking how to make a seed, then make seed and send the seed to the websites for people to download, after seed is sent, just turn on the seed (just like how you download a seed from website and start download, but in this case the file is already completed on your computer), the uploading will start by itself, it might not start uploading after a while unless people have downloaded your seed and wanted to download the file you have. (during uploading, do not move the file that u are uploading, here i meant just dont touch)
